Tami Hart could have written nine songs just like “Situation,” the one that opens her debut as Making Friendz. “Bet you think you got me pegged,” she taunts, just before spelling out the title like a ticked-off Toni Basil. She goes on to salute Black Flag and dismiss today’s music as “commodity.” It’s brash, bratty stuff, but Social Life marks Hart’s transition from folkie rocker to punky electro-pop diva, so she’s entitled to some sneering. Fortunately she transcends mere retro shtick, crafting buzzy dance tunes about love, sex and vulnerability. The best, “Don’t Make Me Cry,” plays like an edgy update of Lisa Lisa and Cult Jam’s “Head to Toe,” the summer jam of 1987.
